Covid Travel Policy

November 18

  1. Purpose

Due to COVID-19, the New Jersey Department of Health has issued  travel requirements following the U.S. Centers for Disease Control and  Protection (CDC) guidelines. The CDC Guidelines for domestic travel are at covid19.html; and for international travel at during-covid19.html. Following consultation and coordination with the North  Bergen Board of Health, the Board believes it is in the interest of the health,  safety, and welfare of Board employees, students, vendors and visitors to not  only follow the current NJDOH and CDC travel guidelines to prevent the  spread of COVID-19, but also to make certain recommendations mandatory.  As a result, the Board strongly discourages non-essential interstate and  international travel at this time. The Board Policy (1) generally aligns with the  bulletins issued by New Jersey and the CDC respecting both interstate and  international travel and vaccinated and unvaccinated travelers, (2) makes certain quarantine and isolation guidelines mandatory, and (3) sets forth that  time off for quarantine or isolation will be charged against employees’ sick,  vacation and other leave time.

  1. Scope

This Policy applies to all Board employees, students, vendors and  visitors (“persons”) returning from any U.S. state or territory, except New  York, Connecticut, Pennsylvania, and Delaware. The policy also applies to all persons returning from any international jurisdiction.

III. Definitions

COVID-19 shall mean an infectious disease caused by the coronavirus.

Isolation means to separate sick people with a quarantinable communicable  disease from people who are not sick.

Quarantine means to separate and restrict the movement of people who  were exposed to a contagious disease to see if they become sick.

Test shall mean a viral test for COVID 19, not an antibody test. IV. Policy

  1. U.S. State or Territory Travel

Except where prior vaccination applies as per section 4 below, persons who travel to any U.S. state or territory, except New York, Connecticut,  Pennsylvania, and Delaware,

  1. get tested 3-5 days after the trip;
  2. If a person tests positive, they must self-isolate for at least 10 days and should postpone travel during that time;
  3. If a person tests negative, they must quarantine for a full 7 days  after travel;
  4. If testing is not available, they must quarantine for 10 days after  travel. If the results are delayed, they must quarantine for 7 days  after travel.
  5. International Travel
  6. Persons planning international travel should be aware that countries  are categorized based on the level of COVID 19 risk travel to that  country presents. These risk levels are available at the following  link:

  1. Persons are to avoid travel to destinations categorized as Level 4  COVID-19 VERY HIGH. Persons traveling internationally, both  vaccinated and unvaccinated, when you travel back to the United  States by air, you are required to show a negative COVID-19 test

before you board your flight. The timing of this test depends on  your vaccination status and age.

  1. Unvaccinated international travelers must stay home and self quarantine for 7 days after travel. Even if a person tests negative,  they must stay home and self-quarantine for the full 7 days. If a  persons test positive, they are required to isolate themselves for at  least 10 days to protect others from getting infected. If persons

can’t get tested, or if the results are delayed, they will be required to  stay home and self-quarantine for 10 days after travel.

  1. Prior Positive Covid Test

Persons who have tested positive for COVID-19 in the 3 months prior  to the above recommended testing or quarantining, and recovered, do  not need to quarantine or get tested again during that three-month  period as long as they do not develop new symptoms. If new symptoms  develop after travel, they are required to follow instructions for what to  do if they are sick. This provision may not apply to CDC required  testing to board planes for international travel, and they should review  specific CDC international flight requirements.

  1. Vaccination

Persons  may  return  to  work  or  school  or  visit  the  district  after  international travel, without quarantining as set forth above, provided  that  (1)  they  have  been  fully  vaccinated  for  COVID-19  with  the  required number of doses of an FDA-approved vaccine, and (2) 14 days  have  elapsed  since  their  last  vaccine  dose  prior  to  their  return  from  travel,  (3)    they  have  gotten  tested  with  a  viral  test  3-5  days  after  travel and (4) they are symptom free. Persons who are fully vaccinated  do not need to be tested or quarantine following domestic travel, but  they should monitor for symptoms.

  1. Use of Sick, Vacation, and Other Leave Time

In addition to the use of vacation or personal days for the duration of  their travel, employees will also be required to use sick, vacation and  other accumulated leave for any quarantine or isolation required with  regard to travel.  Where applicable, the Board will also trigger the use  of  unpaid  leave  under  the  federal  Family  and  Medical  Leave  Act  (FMLA) and New Jersey Family Leave Act (FLA).

  1. Approval for Vacation Days

Any  Board employees  seeking  to  use  vacation  days  for  any  travel to  U.S. states or territories beyond New York, Connecticut, Pennsylvania,  and  Delaware,  or  internationally,  are  required  to  provide  the  destination and get written approval from their supervisor. The Board

reserves  the  right  to deny  the vacation  request due  to  the  travel  risk  associated with the destination.  In addition, the Board may deny the  vacation  request  where  the  employee  does  not  have  sufficient

accumulated  leave  to  cover  the  post  travel  required  quarantine  or  potential  isolation.    The  Board  may  also  deny  the  vacation  request  where  the  total  duration  of  the  time  off,  including  the  required  quarantine  or  potential  isolation,  will  negatively  impact  Board  operations.

  1. Oversight

The Board reserves the right to request any documentation and/or  records to effectively administer this Policy. The Board reserves the  right to take any necessary actions to verify that persons who  quarantine or isolate are following all CDC, New Jersey Department of  Health recommendations and guidelines for effective quarantine and  isolation.

  1. Updates

Prior to any travel, persons should review current Board policy  requirements for travel, as posted on the district website.
